Marijuana Enforcement Division

Visit the state's marijuana enforcement webpages for details regarding the latest guidance from the state during the public health crisis.

The Aurora Marijuana Enforcement Division (AMED) is following the state’s Safer at Home and the Vast, Great Outdoors guidelines.

AMED is conducting inspections from all departments. Masks and social distancing are required by licensees while AMED is present performing the inspection.

In an effort to limit physical contact and exposure between staff and our licensees, AMED is modifying our operations until further notice, as follows:

In-person inspections have resumed.

Fingerprinting has been suspended while the Aurora Municipal Campus remains closed. If you have a new employee, please email a clear copy of both the applicant’s driver’s license and state identification badge to marijuana@auroragov.org AND call Lori Lukone at 303.739.7833. Background checks will be performed so that employees can be hired, and business operations can continue. However, once it becomes safe again, these people will have to come in and have their prints taken.

AMED is no longer allowing other state-badged employees that work at another location to work in Aurora without a background check. All employees working at a marijuana businesses in Aurora must be submitted for a background check through the process above. Please keep a list of names of those employees available for review by AMED.

•  All renewals and payments will be made through the city's new Customer Portal. A video tutorial is available to walk you through the process.. Retail Marijuana Delivery and Social Equity Program

On Jan. 23, 2021, Ordinance No. 2020-65 became effective, allowing Aurora licensed marijuana stores and transporters with delivery permits issued by the state and the Aurora Marijuana Enforcement Division to conduct deliveries to Aurora residents and residents in jurisdictions that allow delivery. Aurora is presently the only city in Colorado that allows retail marijuana deliveries.

The ordinance also allows non-Aurora licensed marijuana stores and transporters with delivery permits issued by the state, and if required, local jurisdictions that have enacted an ordinance or resolution to deliver retail marijuana and retail marijuana products into Aurora.

The delivery program includes a social equity component.

Program details and application links are now available on the Forms, Regulations and Publications page.

The Aurora Marijuana Enforcement Division (AMED) is the local licensing authority responsible for overseeing the regulated marijuana and hemp industries in the city of Aurora. AMED comprises members of several city departments with expertise in the areas of city government most relevant to the industry, including law enforcement, tax compliance, planning and zoning, building regulations and neighborhood services.

Regulated marijuana businesses include all regulated marijuana license types except for medical marijuana centers, which are not permitted to operate within the city. The difference between marijuana and hemp is the THC content. The federal definition of hemp is anything with less than a 0.3% delta -9 tetrahydrocannabinol concentration, which is the primary intoxicating component of marijuana. Read more about hemp on the city's Industrial Hemp webpage.
