CAPER (Consolidated Annual Performance & Evaluation Report)

​CAPER provides an overview of community development and housing activities undertaken in the city for the year using federal Community Development Block Grant, HOME Investment Partnership Act, and Emergency Solutions Grant funding to benefit the city's low- to moderate-income population.


HUD Community Assessments

The U.S. Department of Housing and Urban Development is required to conduct an annual review of performance by the city for their administration of the CDBG, HOME and ESG programs for the program year.

Point-in-Time Homeless Studies

HUD requires the Metropolitan Denver Homeless Initiative to conduct a Point-in-Time study of homeless persons in the seven-county Denver metropolitan area, which provides a snapshot of homelessness by counting those who are homeless at a particular time. The Point-in-Time report and county/city data are used to assess and plan strategies and services to eliminate homelessness.
