The city of Aurora, along with the Colorado Oil and Gas Conservation Commission (COGCC), jointly regulate oil and gas development within city limits through permits. The COGCC regulates the technical aspects of oil and gas operations and the location assessment permit. Generally, the COGCC has the authority to regulate oil and gas drilling, while the city has the responsibility to address the land use impacts of drilling, such as truck traffic.
