Aurora Regional Navigation Campus

The Aurora Regional Navigation Campus, or ARNC, is a city-owned homeless shelter and services hub designed to provide adults experiencing homelessness in Aurora and the surrounding region with a safe place to sleep, meals and access to supportive services designed to stabilize their lives. 

 

Located at 15500 E. 40th Ave., the campus inside a former hotel and convention center that the city purchased in 2024.The City Council selected nonprofit  Advance Pathways as the campus’s operator in a competitive bid process later that year and the facility opened to guests Nov. 17, 2025 following a large-scale renovation of the property.  

As of the spring of 2026 work was continuing on the upper floors of the building where former hotel rooms will eventually serve as transitional housing for guests.  

At full capacity, the campus can serve more than 600 people.  

How the campus works

Under the daily leadership of Advance Pathways, the campus provides both temporary shelter and structured support services to help individuals move toward stable housing and self-sufficiency.  

The campus has a unique approach to homelessness resolution that is not strictly a work-first model or a housing-first model. It features a tiered shelter system that incentivizes guests to work with case managers, pursue mental health goals and become or remain active members of the workforce. 

  • Tier 1 provides immediate, low-barrier access to a safe place to sleep for individuals in urgent need. Guests have access to basic meals and cots.
  • Tier 2 offers guests more privacy in a separate sleeping area if they are willing to actively engage with case managers and begin working on goals such as housing, employment and mental health.  
  • Tier 3 offers private rooms and increased independence for participants who are employed and making measurable progress. Participants at this level contribute 30% of their income back to the program. Tier 3 requires participants to be sober.  

The facility also provides a drop-in day center and expanded shelter capacity in emergency cold weather events. 

Who the campus serves  

The Aurora Regional Navigation Campus serves adults over the age of 18 in the city of Aurora and the broader Arapahoe, Adam and Douglas County region. The facility is not designed for families with children who will be referred to other service providers. 

The program is designed for individuals seeking both immediate shelter and a structured pathway toward greater independence.

Services at the ARNC

Participants at the campus have access to a range of supportive services, including: 

  • Case management  
  • Housing navigation assistance  
  • Employment support programs   
  • Mental health resources 

These services are intended to address both immediate needs and long-term stability.  

Funding 

The development of the campus was funded through a combination of federal, state, and local sources, including:  
  • Colorado Department of Local Affairs (DOLA): $15.36 million  
  • Aurora American Rescue Plan Act (ARPA) funds: $5 million  
  • U.S. Department of the Interior HOME-ARP funds: $3.73 million  
  • Adams County ARPA funds: $5 million  
  • Adams County HOME-ARP funds: $3.27 million  
  • Arapahoe County ARPA funds: $5 million  
  • Douglas County ARPA funds: $1.125 million  
  • Community Development Block Grant (CDBG-CV) funds: $1.5 million  

Annual operating costs are supported through a combination of public funding contributed by the city and private and philanthropic donations.  

The city of Aurora contributes approximately $2 million per year, primarily supporting Tier 1 shelter operations and facility maintenance.

Advance Pathways is responsible for raising additional funding through private donations and partnerships.

Major philanthropic contributors to date include regional philanthropic organizations include the Daniels Fund and the Anschutz Foundation.
