Roadway Design & Construction Specifications

New civil plan packages submitted to the city after Jan. 1, 2025, are required to adhere to the 2025 Roadway Manual.

Roadway Specifications: Widely used by developers, consultants and contractors for the purpose of ensuring that their design and construction improvements are up to city standards. They also define plan submittal requirements and technical criteria for design.

Traffic Impact Study Guidelines
(Effective Jan. 1, 2025)

Not all projects require a traffic impact study. The Applicant should review the Pre-Application notes for the project to determine if a study is required. If a traffic impact study is required it shall be stamped by a registered professional engineer and submitted with the Development Application.

Drainage Criteria Manual and Forms

Storm drainage design and technical design responsibilities are now under Aurora Water. Visit the Aurora Water Design Standards, Specifications and Fees webpage on the city's Development Center for the Drainage Criteria Manual and its associated forms.

Material Prequalification

In accordance with the City of Aurora Roadway Design and Construction Specifications, any material used in the right of way must be approved prior to use. Material that has not been approved prior to use in the right of way is subject to rejection. Posted are the current approved materials for use within the city of Aurora (effective 2018-2019). Additional items may be added at a later date.

Testing Requirements

The Materials Lab evaluates and verifies that materials used in roadway and utility infrastructure construction meet or exceed city standards and specifications. It also provides quality assurance and quality control materials for testing asphalt, concrete and soils for city-funded projects.
