George Hailey, Denver, Colorado, expressed concerns regarding his outstanding business permit for his business located at 11532 East Colfax Avenue, Aurora, Colorado. He stated the City of Aurora injudiciously condemned his property without setting a court date for additional fines, and asked the City’s elected officials for assistance in this regard.

Mayor Tauer directed Mr. Hailey to speak with Council Member Wallace, Nancy Freed, Deputy City Manager and the City Attorney’s office to address his concerns.

Alice Morgan, Aurora, Colorado, expressed appreciation to Council for deciding to keep the Chambers Plaza Library open until the end of 2009.

Norma Authier, Aurora, Colorado, expressed appreciation to Council for deciding to keep the Chambers Plaza Library open.

Francis Peter Maks, Jr., Aurora, Colorado, requested under the Open Records Act, the Roxborough Water Lease Agreement issued by the City of Aurora, and expressed appreciation to the Forestry Department for trimming so many trees throughout the City, mainly around 6^th Avenue.

Mayor Tauer directed Mr. Maks to the City Attorney’s Office for follow-up on his request.

General Business

a. Consideration to AWARD A SINGLE SOURCE CONTRACT to Waste Management of Colorado, Englewood, Colorado in the amount of $70,364.64 for refuse collection services through December 31, 2009.

10. RESOLUTIONS

♦ a. Consideration to APPROVE A RESOLUTION of the City Council of the City of Aurora, Colorado, approving requests for funding from the Visitors Promotion account in excess of $25,000

Motion by Hogan, second by FitzGerald, to approve item 10a.

♦ b. Consideration to APPROVE A RESOLUTION of the City Council of the City of Aurora, Colorado, approving the grant agreement between the City of Aurora, Colorado and the State Board of the Great Outdoors Colorado Trust Fund (GOCO) of $200,000 for the Renovation of City Park.

Council Member Wallace asked staff to relate this item for public review.

Tracy Young, Parks and Open Space, did so. She explained this was a grant that would help the City improve City Park, which was Aurora’s first park.

♦ c. Consideration to APPROVE A RESOLUTION of the City Council of the City of Aurora, Colorado, approving the grant agreement between the City of Aurora, Colorado and the State Board of the Great Outdoors Colorado Trust Fund ("GOCO") of $200,000 for the Red-tailed Hawk Park Project.

Motion by Broom, second by Sandstrom, to approve item 10c.

Council Member Broom stated this project would generate significant improvements to a park in Ward VI.

♦ d. Consideration to APPROVE A RESOLUTION of the City Council of the City of Aurora, Colorado, authorizing the City to request a Masonic Cornerstone/Capstone laying at the Aurora Reservoir Water Purification Facility

Council Member Peterson expressed her heartfelt appreciation to Dwight Rider for graciously contributing free rent for the Chambers Library rental space for the remainder of the year, as doing so, allowed the library to remain open.

Council Member FitzGerald announced the recent statewide Mock Trial Competition where three Aurora schools, Aurora Central High School Teams A and B and Regis Jesuit High School finished in the top ten.

Council Member Markert related the large amount of trash removed recently from the Highline Canal Clean-up, and the multitude of volunteer hours generated from wonderful volunteers throughout the City. She announced the Colorado Municipal League’s upcoming “If I were Mayor” essay contest. The contest was open to all Colorado seventh graders and the deadline was quickly approaching. Entries can be submitted at www.cml.com. She invited all those interested in attending to the Compass Breakfast and Fundraiser scheduled for Thursday, April 9, 2009 from 8:00 a.m. to 9:00 p.m. at the MLK library.

Council Member Sandstrom related her recent attendance at the Arapahoe County Metro Mayors and Commissioners Youth Awards where students who have overcome incredible odds in order to graduate from high school were honored. She expressed congratulations to the three Aurora students from Rangeview High School who were honored.

Council Member Beer invited all those interested in attending to the Ward 3 Annual Budget Town Meeting scheduled for Wednesday, April 8, 2009 at 7:00 p.m. in the Aurora Room at the Aurora Municipal Center.
