What is the Annual Financial Report?
The annual financial report is known as the comprehensive annual financial report (CAFR) for the city. The CAFR includes a letter of transmittal from the City Manager and the Finance Director; Aurora City Council members for 2008; a list of city officials; the city's organizational chart; the independent auditor's report; management's discussion and analysis; basic financial statements including: citywide statements, fund statements and notes to the financial statements; required supplementary information; combining and individual fund statements; other schedules; debt continuing disclosures; and statistical financial and demographic information about the city.
The CAFR includes all funds and activities of the city. Entities considered to be component units under government accounting standards include: the Aurora Capital Leasing Corporation (ACLC), Aurora Urban Renewal Authority (AURA), General Employees' Retirement Plan (GERP), City of Aurora Elected Officials' and Executive Personnel Defined Benefit Plan (EOEP) and the Fitzsimons Redevelopment Authority (FRA).

What is the Certificate of Achievement?
The Government Finance Officers Association (GFOA) awarded the Certificate of Achievement for Excellence in Financial Reporting to the City for its comprehensive financial annual report for the fiscal year ended Dec. 31, 2006. The city has received the certificate for 21 consecutive years. The Certificate of Achievement is a prestigious national award, recognizing conformance with the highest standards for preparation of state and local government financial reports. To be awarded the certificate, a government unit must publish an easily readable, timely and efficiently organized CAFR.

What is the independent audit?
The City Charter requires an annual audit by independent certified public accountants selected by the City Council. The opinion of BKD LLP on the city's financial statements is included in the CAFR.
What aspects of the 2008 CAFR are available on this site?
The entire 2008 CAFR is available on this site. A table of contents, located at the beginning of the CAFR, provides a guide to information location. Brief descriptions of the city's funds can be found on "exhibit divider pages" preceding each CAFR exhibit group beginning with "major funds" in the fund financial statement section. Discussion of non-major funds can be found starting on page 117. Continuing disclosures required under various debt agreements are included in exhibit group "C."

What is the Financial Review?
The Financial Review is a non-technical, very condensed summary of the financial status of the City as of December 31, 2007. It is intended to provide a useful summary of City finances and includes a year-end overview of Aurora’s financial status and economy; brief descriptions of controls, investments, debt and major tax sources; and highlights of financial changes compared to 2005.
